Zartan which an anagram of Tarzan, is one of the main villain characters in the animated series called, G.I. Joe: A Real American Hero Comic by Hasbro. This character is a mercenary who often worked directly for Cobra Commander which on his stated file card he suffered from Paranoid Schizophrenia and Multiple Personality Disorder.
The character has the ability to alter his skin color at will to blend in with his environment. He is also a master of make-up and disguise, a ventriloquist, a linguist which can understand and dialects over 20 languages, an acrobatic-contortionist and a practitioner of several mystic martial arts. Very little is known of his background and origins, but most security agencies agree that he must have had European military academy training which been probably at St. Cyr.

Update on up coming movie:
On the upcoming movie of Joe vs. Cobra that will be hit on big screen in the year 2009 summer which will be directed by Stephen Sommers. These are the first reveal character image of the movie.
